I-95 Crossing

West Virginia Corridor

Third
East-West River Crossing PD&E Study

Project History

December 10, 2002
This project was the sole subject under discussion at the special meeting of the City Council held on Tuesday, December 10th, 2002 in City Hall Council Chambers at 7:00 pm. The following actions were taken by the City Council:
  • Motion passed unanimously to authorize the defederalization of the project.
  • Motion passed unanimously to authorize the change in the scope of the PD&E study, as reflected in the defederalization.
  • Motion passed unanimously to authorize staff to begin Option 1 east of the Turnpike with the parkway design.
  • Motion passed unanimously to do the same thing on the west side.
  • Motion was passed unanimously to allow the staff to begin acquiring right-of-way on both sides of the Turnpike, east to Floresta Drive.
  • Motion passed unanimously to not issue building permits or zoning amendments in the area just identified.

The impact to property owners, residents and tenants affected by this project is that through defederalization the City can now begin the acquisition of properties west of Floresta Drive needed for right-of-way. Those properties east of Floresta Drive to U.S.1 needed for right-of-way cannot be purchased at this time and must be delayed until the alignment is determined through the Project Development & Environmental (PD&E) Study, estimated to be complete within 36 months.

The contract for the PD&E Study, IJR Study and Environmental Study has been approved by City Council at the regular meeting held on January 27, 2003.

The following actions were taken by the City Council at the special meeting held on January 29, 2003.

  • Motion passed unanimously to adopt the policy on the sequence of construction. The sequence is as follows:
    • Segment 3 - From Bayshore Boulevard to Cashmere Boulevard (Turnpike Bridge)
    • Segment 2B - From Bayshore Boulevard east to Airoso Boulevard
    • Segment 1 - From U.S. 1 to Floresta Drive (Bridge over the River)
    • Segment 2A - From Floresta Drive to Airoso Boulevard
    • Segment 4 - West of the Turnpike
    • Segment 5 - I-95 overpass or interchange
